MAJLIS-E-ULAMA-E-SHIA EUROPE – Departments

According to the rule 20 of the constitution, to achieve the aims and objectives; and to organise the nation and to bring mindedness, MUS can form different departments. Hence Imamiyah council is now an established department, where as Women (scholars), Imamiyah Women and Imamiyah youth departments have been formed, as well. Following are their details:

Imamiyah Council

There is an important institution comprised of the representatives of different Shia centres in Britain. The constitution of Shia Scholars’ Council (Majlis e Ulema) under rule 21 highlights its importance and position through the following points:

1)      Imamia Council will promote harmony amongst all Shia Islamic centres in Britain and Europe.

2)      Imamia Council will serve Majlis’s wider aims and objectives and will deal effectively with all community matters.

3)      Any Shia individual who conforms to Majlis’s constitution will be entitles to become Imamia Council’s member.

4)      Each member institution will pay the annual membership subscription.

5)      Any member—individual or institutional—found engaged in any activity which is in conflict with the Majlis constitution or going against its aims and objectives the Majlis President would be empowered to suspend or rescind their membership as recommended by the Cabinet.

6)      On recommendation of his Cabinet the President will be empowered to nominate any competent, honest and active person as Coordinator for a period of two years, whose nomination will be approved by the General Council.

7)      The Imamia Council Coordinator will be accountable to Majlis President and the Central Council.

8)      The Imamia Coordinator will prepare a comprehensive ‘code of conduct’ in consultation with his colleagues.

9)      On recommendation of the Cabinet the Majlis President will be competent to remove the Imamia Council Coordinator if the latter was found guilty of misconduct.

 MUS Women

To a certain extent ladies who have attended the authentic Islamic seminaries can be member of this group on the condition that they adhere to MUS constitution and strive and work towards achieving the aims and goals of MUS. The present with the input of his parliament selects a capable lady as the coordinator. The coordinator will lead a committee who will help this section to become useful and will form the structure of work. The coordinator is accountable to the president for the committee’s progress either in person or in writing.

Imamiyah Women

The role of women in any institution’s success or failure can not be overlooked and for that reason Islam stresses on the careful upbringing and education of women. MUS has formed a women’s department to fulfil its responsibilities towards women. The constitution of Shia Scholars’ Council (Majlis e Ulema) under rule 22 highlights its importance and position through the following points:

a)      Under supervision of the Majlis the Imamia Women will deal with the religious and social affairs pertaining to women.

b)      On recommendation of the Cabinet the President will nominate any educated, capable, and qualified woman to be the Imamia women Coordinator for a period of two years. The General Council will ratify such nomination.

c)      Imamia Women Council Coordinator will be accountable to the Majlis President and the Central Council.

d)      The Coordinator will prepare a ‘code of conduct’ in consultation with her colleagues.

e)      On recommendation of his Cabinet the Majlis President will be empowered to sack her if found guilty of misconduct.

f)      Imamia Women Council Coordinator will keep the Majlis President and the Central Council posted with her section’s progress either in writing or orally.

g)      She will present her section’s detailed progress report at Majlis’s annual convention.

 Imamiyah Youth

Our Imams have especially stressed on the importance of youth education and their upbringing and the upbringing and good education both religious and general of the youth in UK and Europe is quite challenging.

MUS has acknowledged its responsibility in this regard and have decided to establish Imamiyah youth to provide a platform for better organisation of youth related matters.The MUS constitution outlines the structure of this department as follows:

I)Under supervision of the Majlis, Imamia Youth Council will cater for religious, social and moral needs of the youth.

II)In consultation with his Cabinet the Majlis President will be competent to nominate Imamia Youth Council Coordinator for term of two years, which will be ratified by the General Council. The candidate for such a nomination will have to be educated, skilled, and demonstrably compliant with Majlis’s constitution and broader aims & objectives.

III)Under the guidance of Central Secretary for Education, the Imamia Youth Council Coordinator will be responsible to design and deliver programmes for education and training of youth.

IV)In consultation with Education Secretary, the Coordinator will formulate a code of conduct for Imamia Youth Council.

V)He will organise different training programmes for youth such as—study camps, seminars, and lectures.

VI)He will present at the annual Majlis convention a detailed progress report on the Imamia Youth Council’s activities.

VII)He will maintain a record of all training programmes produced for the youth.

VIII)Acting on the advice of his Cabinet, the Majlis President will be empowered to remove the Coordinator from his post if found guilty of misconduct.

 Central Council

To serve the nation and the religion in the best possible way MUS has formed different departments, but the central council enjoys a distinct significance among them all. This council is comprised of the president, his committee and the department heads from all the departments. For this reason MUS constitutions rule 19 lists the importance and significance of this council as follows:

I)The high-powered institution comprising the President, Cabinet and heads of other sections will be called the Central Council.

II)The Central Council will meet at least once in every two months.

III)The Central Council’s meeting will be presided over by Majlis President. If President is not available then Vice President will chair the session; but if even the Vice President is also unavailable then the Secretary General will head the proceedings of the Central Council bi-monthly session.

IV)Central Council will be the custodian of the constitution of Majlis. It will ensure that Majlis’s aims & objectives are served at all times. It will ensure implementation of the policies approved by the General Council.

V)The detailed progress reports of all sections of the Majlis will be presented at the bi-monthly meetings of the Central Council.
